Meet the Candidates: Office of Precinct 2 Constable

Candidates for the office of Walker County Precinct 2 Constable for the March 2016 Republican Primary.  Candidates are listed in the order they will appear on the ballot.

Relevant experience:  I have been a public servant since the age of 16 when I served as a volunteer firefighter and promoted up to the rank of Captain in Montgomery County. I later became certified as an emergency medical technician before serving in the U.S. Army, Army Reserve and the Texas Army National Guard, all of which were combat units. I was honorably discharged as a Sergeant. While serving in the military, I decided I wanted to be a peace officer, and I’ve always worked for an elected official in law enforcement and I understand what it means to work for the citizens in an elected position. We are held accountable by the citizens, and I look forward to working for you. I have been a licensed peace officer for more than 23 years. I have been a deputy sheriff for Montgomery and Walker counties. While I was a Walker County Deputy I started my training and gained experience serving Civil Process throughout the county as well as the Law Enforcement patrol duties and promoted up to Senior Patrol Deputy. I am currently a full-time deputy constable in Walker County, working with Constable Gene Bartee in Pct. 4. I have also served as a reserve deputy constable in Pct. 2 and Pct. 3 of Walker County, which gives me more than 16 years of experience with local constable offices. I have worked as a Senior Manager and Project manager for more than 12 plus years in a corporate internal IT engineering division of two Corporations leading more than 25 skill professionals across the country and some overseas. I also had to oversee and manage budgets of the projects under my control ranging from a couple hundred thousand to more than two million dollars.  

Relevant Education/Training:  I have a Bachelor of Science Degree in Criminal Justice law enforcement from Sam Houston State University. I am an Instructor and Firearms instructor certified by the Texas Commission on Law Enforcement. I am qualified to serve Civil Process, which includes almost 4000 hours of Texas Commission on Law Enforcement training and I hold a Master Peace Officer Certificate. I have Non-Commissioned Officer Leadership training in the U. S. Army at the rank of Sargent. I also have formal Corporate Leadership and management training from my private sector experience including budget and project planning training. I have management and leadership training through the Civil Air Patrol in order to teach and mentor Civil Air Patrol Cadets.

Previous political involvement or activities:  I am a Christian and I have been a Republican with Conservative values all my adult life. I have helped with three local campaigns as well as running for office prior to my current campaign. I have participated in the local precinct and state Republican conventions here in Walker County and I have represented Walker County as a delegate at the most recent Republican Party State Convention. I am an associate member of the Walker County Republican Women where my wife, Madilene, has served as president for the last two and a half years.

If elected, what do you hope to accomplish in the next 4 years as Precinct
2 Constable?    If elected Constable of Precinct 2, I will be fiscally responsible with residents’ tax dollars in fulfilling the duties of the office, working for them full-time and creating a positive, professional environment along with my experience and Integrity. I will bring all of my experience and education to the position. I am the only Candidate that has the extensive and diverse background to meet the demands of this office.

What would you like for voters to know about you and/or your campaign?  While serving in the military, I decided I wanted to be a peace officer, and I’ve always worked for an elected official in law enforcement and I understand what it means to work for the citizens in an elected position. We are held accountable by the citizens, and I look forward to working for you. I am a lifetime member of the Walker County Fair Association and I am lieutenant in the Civil Air Patrol Sam Houston Composite Squadron, serving as communications officer and mentor for the young cadets located in Huntsville.
I have been married for 21 years to Madilene, who is the owner of Madilene’s Piano Tuning & Repair, and we have three sons, Tommy, 18 (Currently serving active duty U. S. Air Force Security Forces as an Airman First Class), Brandon, 16, and Dillon, 13. We are members of First Baptist Church of Huntsville.

Relevant Experience:  I have served as Constable, Precinct 2 for 23 years and fully understand the duties and responsibilities of the office. I was instrumental in the Constables becoming the bailiffs for the 12th and 278th District Courts. I was actively involved in transferring the civil process service from the Sheriff’s Department to the county Constables. These changes have created an efficient and centralized system that benefits the county and taxpayers and allows the sheriff’s department to utilize their officers more resourcefully. Although the majority of my job is civil and court related, I also work patrol and traffic; I have worked narcotics raids, auto theft task forces, sex offender compliance checks, and warrant round ups with local law enforcement, US Marshals and the FBI. My experiences in law enforcement and my ability to efficiently serve civil process puts me in the communities of Precinct 2 where I interact with the people, respond to emergencies, and act as a law enforcement presence for crime prevention. I serve the people with respect and have gained the trust and confidence of the people, other law enforcement agencies, and the court systems in and beyond Walker County.

Previous political involvement or activities:  I am currently running for my seventh term as Constable, Precinct 2 and I have participated in many political events since being elected in 1993.

If elected, what do you hope to accomplish in the next 4 years as Precinct
2 Constable?  Beyond the goals that I set for myself to take care of the people of Precinct 2 and Walker County, I hope to continue to strengthen our courthouse and county courts’ security systems. I have been involved in the development of the new courthouse security system and as a Court Security Specialist Instructor, I want educate local law enforcement officers to ensure the safety of everyone involved in our courts and adjoining offices.

What would you like for voters to know about you and/or your campaign?  I believe the people need a constable who is a part of the people he serves; one who understands who they are, what they do, where they come from, and what they need. I have served Walker County with respect, for 23 years, while enforcing the law and protecting the people. I want to continue my job to ensure that the people and communities have a Constable who has the knowledge, experience, and willingness to fulfill all of the duties of Walker County Constable, Precinct 2.

If elected, what do you hope to accomplish in the next 4 years as Precinct 2 Constable?  Public Service is what I do and have done continuously for the past 23 years. I am ready to face the challenges and set my focus on the improvement of service to the community.
I believe our community deserves a professional Constable’s office, one that you can trust. As your Constable, I will ensure our constitutional mandate of serving civil and other court papers as well as serving as bailiff for the Justice Court Precinct 2 and District 12th and 278th Courts. I will provide professional law enforcement along with being the only candidate that is triple certified, I can assist with any emergency citizens may have.

As your Constable, I will focus on several areas including:

  • Security and ProtectionWith experience and dedication, you will gain a responsive and effective relationship between the Constables’ Office and the public.
  • VisibilityProviding more community visibility by working with the citizens and patrolling residential streets, as well as, rural roadways in Precinct 2.
  • Departmental Fiscal ResponsibilityPlan and implement efficient budgeting, while improving services and utilizing existing resources to provide quality service to the citizens.

 

Constable’s should provide services not always provided by other agencies and we should be involved in the community in ways not all agencies can.  The Constable’s Office is often considered the closest to the citizens.  Most importantly, a Constable should be proactive and fair when enforcing the law and give every person the respect and dignity they deserve.

What would you like for voters to know about you and/or your campaign?  With 23 years of continuous professional public service with leadership and law enforcement experience,
I bring a wide range of knowledge to the position. With my hands on experience with community involvement, I have been able to see the best and worst in our community. I have served warrants, located criminals, arrested criminals, assisted citizens and saved lives throughout my career. I will bring this experience and a new vision to go to work for the citizens of Walker County.

Bottom line of any elected official is not to just follow the law but to follow their own moral compass. They should be held to a higher standard and I accept this and that’s how I have lived my life. I will be a Constable who is accessible, responsive, and engaged. I will be a Constable people know and respect. I will bring professionalism and quality public service to the citizens of Walker County. It will be my honor to serve you!
